Soccer fans who went away disappointed from the last round of World Cup ticketing may get a surprise in the mail World Cup organizers re-raffeled 40,655 tickets on Wednesday after their original owners either failed to pay for them in time or did not fulfill the ticketing rules. The tickets went out only to buyers who did not receive tickets in the lottery's first two rounds. New ticket recipients will have two weeks to buy their tickets or their entry to World Cup stadiums will be passed along again. A third round of ticket sales is scheduled for December when another 300,000 tickets will be for sale.
