To Germany now, where the latest survey of educational standards has revealed that students' performance continues to depend on their social and ethnic background and where they live. The study, which took place in conjunction with the OECD's programme for international student assessment, looked at performances in Germany's 16 federal states and found significant discrepancies from state to state.
