An ally of Vladimir Putin has been elected the head of Russia's lower house of parliament, as the State Duma met for the first time since the controversial elections earlier this month. Sirgay Nareeshkin, a former Kremlin chief of staff and member of Putin's United Russia party, is the new speaker of the parliament. Democracy activists who believe the December fourth elections were rigged protested outside the parliament. Police made a number of arrests.
