In September 2025, the same commission had accused Israel of committing genocide against Palestinians. The report said there were reasonable grounds to conclude that four out of five acts of genocide defined under the 1948 Genocide Convention were committed by Israeli forces in Gaza.
The latest report also concludes that Hamas has repeatedly committed grave abuses against Palestinians in Gaza, using the cover of Israeli military offensives and the broader collapse of law and order to carry out campaigns of repression, torture, and unlawful killings of Palestinians.
The commission, which was established in 2021, has previously concluded that Hamas and other Palestinian armed groups committed war crimes and other grave violations of international law on October 7, 2023, when a large-scale Hamas-led terror attack took place in southern Israel.
