Joseph Blatter, head of the international soccer federation FIFA, announced on Wednesday that he was "100 percent sure that goal-line technology will be ready" by the 2006 German World Cup. The new hi-tech ball will get a round of testing at the Under-17 World Cup in Peru this October. The ball should transmit a beep to the referee's ear when it completely crosses the goal-line, indicating a goal as required by FIFA rules. The statement comes on the heels of a series of referees' close calls that were disputed by players, trainers and thousands of at-home referees armed with the advantage of slow-motion replay and seemingly endless time for frame-by-frame analysis of less than a second of real-time action. The chip could take the guesswork out of a goal like the one put in by FC Liverpool's Luis Garcia in his team's 1-0 win over Chelsea in the Champions League semi-finals, a goal not even a dozen cameras could give a clear read on. Blatter was, however, also clear that he won't accept any other forms of video review in the sport. "Soccer has to keep its human aspect," he said. "And making mistakes in this game is human."
