Welcome back. European police officials have been meeting here in Berlin this week to talk about the challenges they face as the EU continues to enlarge. Its open market now encompasses 25 member countries. The Schengen agreement, which abolishes routine border controls between signatory states, is designed to ensure that both goods and people can move freely within the union. It works fine, as long as those crossing the border are law-abiding citizens. But the recent enlargement of the Schengen area to include Poland, for example, has raised concerns about smuggling of goods and people from Asia and Eastern Europe. Germany and Poland have responded by forming joint border patrols
