The European Union has repeatedly professed its intention to lead the way in moving toward a low carbon economy. Today it's revealing whether it can match its ambitious words with deeds. The EU Commission is setting out proposals to cut greenhouse gas emissions by one-fifth and produce one-fifth of all the bloc's power from renewable sources. But the devil, as always, is in the details...and the costs. For consumers the tradeoffs will include higher energy bills. And lobbyists have come out in force to plead for exceptions for particular industries -- such as airlines.
