The distribution, acquisition and possession of child pornography has been increasing at an alarming rate - analysts say that is in part due to lax sentencing. EU guidelines recommend a maximum of only three years in prision. Particularly serious offences can be punished with a maximum of ten years. Add to that the involvement of organized crime and the difficulty tracking down individual distributors, and you have a logistical and investigative nightmare.
