Whenever dictatorships are overthrown, the same question always arises: should we draw a line under the past or try to come to terms with it? Be it during apartheid in South Africa or under Soviet-style socialism - tyrants always use the police and intelligence services to shore up their power.

To mark the 25th anniversary of the fall of the Berlin Wall, this two-part documentary looks at the different ways successor regimes have dealt with the toxic legacy of dictatorship and their approaches to difficult questions of guilt, forgiveness and reconciliation.
