The Kyrgyz government says security forces can shoot to kill to quell the inter-ethnic violence

The Kyrgyz interim government has told troops and police patrolling in the south of the country they may shoot-to-kill in a bid to contain the ethnic violence there. Earlier Russia turned down Kyrgyzstan's request for military assistance saying this was an internal affair. +++LM REIN+++ At least 82 people have been killed and 1000 wounded in violent clashes in the central Asian country since Friday. The Red Cross reports thousands of ethnic Uzbeks, most of them women and children, have fled across the Uzbek border. +++LM RAUS+++ On Sunday former President Kurmanbek Bakiyev released a statement from exile in Belarus saying he was not involved in the violent clashes. Bakiyev was replaced by an interim government after he was ousted in April.
