More than 20 foreign ministers, representatives of the so-called Mid-East Quartet - the USA, Russia, Israel and the EU - and delegations from Arab countries are meeting in Berlin today to discuss the security situation in the Palestinian territories. Although the summit shows that the Palestinians can expect a measure of sympathy and a lot of material support from the international community, its real aim is to help them stand on their own two feet. But for that to happen, they need not only a political agreement with Israel,but also a functioning state apparatus, in particular police and a workable legal system. Putting that together won't be easy: with the radical Islamist Hamas group in control in Gaza, some would-be donors are worried the money won't necessarily end up where it's needed.
