Washington and the European Union have criticized the state of emergency declared by Saakashvilli. The West is also concerned about state censorship. Imeldi is the only major news channel not controlled by the government. It was shut down in November - went back on the air weeks later - and then on December 27th went off the air again - with management saying its journalists had come under so much pressure that objective election coverage was no longer possible.
