Nearly 200 countries are gathering today in Cancun Mexico under the UN flag and behind tight security for a new attempt to develop a plan for rolling back climate change. The 12-day talks are seen in many quarters as the last chance for the United Nation's to restore faith in a process battered by recriminations and diminishing public interest.
