Welcome Back. United Nations climate talks resume in Bonn today in an effort to set binding targets for greenhouse gas reductions and other measures to combat global warming. After the failure of the Copenhagen climate summit six months ago, many commentators say negotiators are more likely to take a realistic step by step approach. The economic crisis has also made it more difficult because politicians are concentrating on reducing their debt burden. But a new report from the EU commission says the global slowdown has actually made reducing emissions more affordable.
