A 28-point plan for peace in Ukraine that the US has drawn up apparently behind closed doors with Russia and without Ukraine would require Ukraine to cede territory and accept curbs on its military.

In Kyiv, U.S. Army Secretary Dan Driscoll met President Volodymyr Zelenskyy to discuss a reported U.S.-Russia peace plan excluding Ukraine. The proposal suggests Ukraine cede Donetsk and Luhansk, forgo NATO membership, and cut its army by a third. The EU warns against rewarding aggression, while Zelenskyy faces domestic pressure amid corruption scandals.
