The US and Iran appear closer than ever to a draft deal to end the war and reopen nuclear talks. But with the Strait of Hormuz still central to the standoff and pressure mounting at home and abroad, can Washington turn a one-page proposal into a real agreement without losing leverage?

Critics say Washington's room for maneuver is shrinking. At home, the White House faces War Powers criticism; abroad, allies want the Strait of Hormuz reopened but fear renewed strikes.
