(FILES) A file photo dated 5th February 2009 showing traffic in Rotterdam. The Dutch government decided to introduce road pricing in The Netherlands on Saterday, November 14. The mileage charge starts in 2012 with an average of 3 eurocents per kilometer. In the following years the rate goes up to average 6.7 eurocents in 2018.
