The UN Security Council began debating the Palestinian request for full membership of the United Nations on Monday. In an address to the General Assembly ahead of the closed-door meeting, the German Foreign Minister urged the Israelis and Palestinians to get back to the negotiating table. But Guido Westerwelle didn't say how his country would vote.
