Foreign ministers of the 10-member Association of Southeast Asian Nations, or ASEAN, met in Jakarta on Monday to formally implement the new ASEAN charter, which had been agreed upon about a year ago. Originally, a full ASEAN summit had been planned in Thailand this month, but due to the political instability there Indonesia stepped in to host the launching of the new charter.
